Replacement of DC Control Wiring
Estimating, Cost Planning, Quantity Surveying
Electrical infrastructure upgrade for reliable AGL control.
Provision of DC control wiring and switching units. Aircraft Ground Lighting systems utilize Direct Current electrical control systems to manage lighting intensities. DC control wiring carries control signals between the lighting control room and remote lighting units across the airfield. Over time, DC control wiring deteriorates due to age, exposure or mechanical damage — requiring replacement.
This project involved the replacement of DC control wiring infrastructure and associated switching units. The work required careful coordination with airport operations to minimize disruption, and specialized knowledge of aviation electrical systems to ensure compliance with CAA and electrical safety standards throughout execution.
Quant Measur managed the commercial and cost aspects throughout, ensuring delivery to specification within budget parameters.

Runway Survey & Condition Assessment
Estimating, Cost Planning, Quantity Surveying
Friction assessment sustaining runway performance.
Friction testing of runway and remedial works based on findings. Runway surface friction characteristics are critical to safe aircraft operations. ICAO and CAA standards require periodic friction testing to ensure the runway surface maintains adequate friction for landing and takeoff operations across all weather conditions.
This project involved a comprehensive runway friction survey using specialised friction testing equipment, followed by remedial works based on findings. Friction test results identify areas where surface friction has deteriorated below acceptable limits — requiring remedial action such as surface cleaning, surface texturing or grooving, or partial/full surface overlay.
The survey and remedial works programme was carefully planned and executed to maintain runway availability during assessment and remediation phases. Quant Measur managed the commercial and cost aspects, coordinating specialist contractors and ensuring compliance with CAA standards.

Pavement Quality Concrete (PQC) Bay Replacement
Phase 2 (16 Bays)
Estimating, Cost Planning, Quantity Surveying
Continued replacement integrating lessons learned.
Replacement of 16 additional cracked concrete bays, continuing Phase 1 programme. Following successful completion of Phase 1 (48 bays), this Phase 2 project extended the pavement replacement programme to an additional 16 bays identified through ongoing condition surveys and pavement assessment.
The methodology and approach remained consistent with Phase 1, ensuring standardised quality and integration with the airport's ongoing pavement management strategy. However, lessons learned from Phase 1 were incorporated to optimise programme efficiency and cost-effectiveness. This phase continued the systematic replacement of deteriorated concrete bays, progressively restoring pavement integrity and minimising FOD risk across critical pavement areas.

Engaged Phase 1 contractor (where performance permitted) or conducted competitive re-tendering.
Established cost plans for Phase 2 integrating with overall multi-phase strategy.
Supported incorporation of Phase 1 lessons learned to optimize Phase 2 delivery.
Attended site meetings, coordinated progress and provided monthly assessments.

Pavement Quality Concrete (PQC) Bay Replacement
Phase 1 (48 Bays)
Estimating, Cost Planning, Quantity Surveying
Phased pavement restoration eliminating FOD risk.
Replacement of 48 cracked concrete bays across priority pavement areas. Jointed concrete pavements comprise individual concrete bays separated by joints. Over time, cyclic loading from aircraft traffic, thermal expansion/contraction and water infiltration cause concrete distress including cracking, differential settlement and spalling.
Once cracking becomes extensive, simple crack repair is no longer effective in maintaining structural integrity and controlling FOD risk. Full bay replacement becomes necessary. This Phase 1 project identified and replaced 48 cracked bays across priority areas. Each bay required removal of deteriorated concrete, excavation and base preparation, installation of new concrete to specification, joint installation and sealing, curing and testing.
The replacement programme was carefully sequenced to maintain aircraft operations whilst maximizing replacement efficiency. Quant Measur managed the commercial and cost aspects, ensuring phased delivery within budget and programme.

Bulk Lamp Change — Aircraft Ground Lighting (AGL)
Estimating, Cost Planning, Quantity Surveying
Coordinated modernisation maintaining approach and landing guidance.
Regulatory bulk lamp replacement across AGL systems to maintain consistent light output and replace aging lamp technology. Aircraft Ground Lighting systems comprise thousands of lighting units installed across the airfield — approach lights, runway lights, taxiway lights and obstacle lights.
These lights guide aircraft during approach, landing, takeoff and taxiing operations, particularly in low visibility conditions. Aviation regulations require periodic bulk replacement of lamps — both to maintain consistent light output and to replace aging technology with more efficient alternatives such as LED upgrades.
This coordinated bulk lamp change campaign across multiple AGL systems required careful planning to minimize airfield disruption, specialized knowledge of AGL systems, and compliance with aviation safety standards throughout. Quant Measur managed the commercial and cost aspects, coordinating specialist contractors.
