Project overview
QS and estimating services across a London Borough regeneration programme.
We partnered with the regeneration and development team of a London Borough Council, responsible for planning, managing and delivering key regeneration and infrastructure initiatives. Their remit included overseeing housing developments and coordinating public realm improvements to enhance community living.
In addition to our core QS role, we delivered comprehensive estimating services across both single and multiple projects — providing reliable cost intelligence to support budget decisions, procurement processes and programme governance throughout the regeneration programme.

Our role
Full QS and estimating services across the regeneration portfolio.
Our support spanned the full commercial lifecycle — from first estimates through to final account — with the transparency, audit-readiness and accountability expected of public sector delivery.
Interim Valuations
Preparing and agreeing interim valuations — providing accurate, timely assessment of work properly executed and ensuring correct payment to contractors throughout delivery.
Variations & Compensation Events
Assessing and pricing variations and compensation events — maintaining clear records and ensuring all changes were properly evaluated, agreed and authorised before proceeding.
Cost Reporting
Generating financial reports and cash flow forecasts throughout the programme — providing the Council with clear, accurate commercial information to support governance and decision-making.
Change Management
Supporting change management processes to maintain commercial control — ensuring all scope changes were captured and managed in line with public sector governance requirements.
First-Principles Estimating
Preparing detailed cost plans and estimates from first principles — using technical expertise, supplier quotations and historical data to provide reliable cost intelligence at every project stage.
Final Account
Undertaking re-measurements and preparing final accounts in line with audit standards — ensuring every settlement was fully documented, transparent and audit-ready.
